Obstacles Persist for Relief Supplies in Gaza City In Spite Of Ceasefire

Even if the border entry point at the Egyptian border becomes operational this week, aid groups face significant difficulties delivering supplies to the northern region, the territory most severely affected by starvation, analysts state.

Infrastructure Challenges

Major routes are almost impassable due to widespread damage across the devastated territory – or remain under the control of security personnel. Any vehicle that malfunctions is likely to be immediately stripped.

The main entry point, the main entry point to the north, damaged by 24 months of fighting, has been shut down for several weeks, and authorities have notified NGOs in Gaza that there are no short-term arrangements to activate the entry location, as stated by humanitarian staff.

Devastation in Gaza City

Gaza City was the focus of a significant armed campaign launched in August that was continuing when the peace agreement was signed recently.

Destruction in the northern area has been extensive, with entire towns including Beit Lahiya and adjacent communities in destroyed as well as many of the outlying areas of the main city.

"Any opening of a border point into Gaza is welcome, but we need to ensure we can help civilians where they are," said a senior director from an international NGO.

Relief Situation

Witnesses said many of the approximately 300,000 people who have returned to the northern region from the densely populated southern area where they had been staying during the Israeli offensive were now "camping" among the ruins of their homes, often without any housing and with limited nutrition or hydration.

An official from a humanitarian body said the devastation in northern Gaza was "devastating".

"We see neighborhood after neighborhood, building after building ... there is massive desperation for water. Conditions are severe. We need every border point functioning," the representative, who was in the urban center recently, stated.

Restricted Entry

A community leader based in the northern city said the requirements in what used to be the region's active economic and cultural hub were "enormous".

"People have this optimism and optimism but there needs to be rapid progress on the crossings. We haven't seen major improvement on the ground yet," the official commented.

"We are still getting a insufficient volume of assistance [and] we are now commencing to understand the degree of destruction. Numerous roads are completely covered in rubble ... there is almost no home that is undamaged. There is damage and unexploded ordnance throughout the area."

Current Changes

Recently, humanitarian organizations said modest volumes of vital cooking gas reached Gaza for the initial occasion in multiple months, along with shipments of flour, rice and produce. The recent deliveries sent prices in markets falling.

In the central town, a community member said there had been some improvement since the ceasefire.

"Stores are stocked with supplies, produce, and fruits, although the rates are continuing to be expensive and not affordable for everyone," the individual commented.

Colder Months Requirements

"The primary requirements currently, especially with the coming of winter, are to have a shelter to protect us from the cold and winter clothes because the stores do not have enough clothes for us or, if they can be found, they are scarce and extremely pricey."

Several internationally-backed bakeries in central and southern Gaza have begun working again since the peace agreement.

Assistance Transport

Vehicles were announced to have entered the border access point through Israeli territory to Gaza during Wednesday, though exact numbers were unknown.

The nation's media outlet reported that Wednesday's aid deliveries would include food, treatment resources, energy sources, propane and materials to repair crucial facilities.

"Assistance resources remains flowing to the Gaza territory through the humanitarian corridor and other crossings after Israeli security inspection," an government spokesperson said.

Distribution Problems

But counting the volume of transports could be inaccurate, cautioned a professional from a humanitarian organization. "It's crucial to understand the contents of the transports and how full they are for it to be a genuinely useful indicator," the representative said.

Private companies are sending groups of vehicles containing confectionery, carbonated beverages and treats, which have poor dietary quality, while critical care for young people or people who have gone without sufficient nutrition for two years are unavailable.

Medical Situation

Within the northern urban center, only a handful of medical centers are working, compared with numerous in earlier this year.

Various groups have millions of dollars worth of supplies stockpiled around Gaza pending distribution. A humanitarian body working with Palestinians across the region for a long time has multiple months of supplies of food for the entire population in place to be delivered.

"We possess the supplies, the equipment and the capabilities ... we only require the entry," said a humanitarian staff member, who recently came back from Gaza.

Political Considerations

A diplomatic framework details that "comprehensive" aid should enter Gaza and be distributed through the UN and relief organizations, without interference from both military groups or state authorities.

This likely prohibits the debated government-supported humanitarian organization which started working in spring, leading to uncontrolled circumstances and multiple fatalities as large groups of people gathered around its aid locations.
